I Used plastic cups as a structure for the base of the horns which made it easier to create an exact circle when attaching the cardboard. Then i covered the plastic cup in PVA glue and attached cardboard in different circular sizes to give the effect of layer. I would then twist each layer into different shapes to create curved horns.
